He was born in 1351H / 1932D and grew at the hands of his father king Abdul-Aziz. An author describes king Abdul-Aziz upbringing to his sons saying “all of them had proper Islamic upbringing and grew up on large portion of modesty and good behavior, the old empathizes the young and the young respects the old. The one of them respects his brother who is older than him even if he is inferior. He does not sit or speak without permission. They are loving each other and supporting each other in all matters and all cases”. Prince Turki bin Abdul-Aziz studied in the princes school established by king Abdul-Aziz to educate his children in 1356H. it was managed by sheikh Abdullah Abdul-Ghani and master Ahmed bin Ali Al-Kazemi was assisting him. Sheikh Saleh Al-Khozami and a group of scholars and scientists were teaching in it as king Abdul-Aziz assigned them to educate his children. Prince Turki bin Abdul-Aziz joined the schools since its inauguration in 9/3/1356H. Ahmed bin Al- Al-Kazemi mentioned their royals highness the princes who came since that date “Bandar, Musaed, Abdul-Mohsen, MesHail, Sultan, Talal, Mashari, Badr, and Turki” and then he mentioned that Fahd bin Muhammad bin Abdul-Aziz, Fahd bin Saud bin Abdul-Aziz, and Faisal bin Saud bin Abdul-Aziz” have followed them. Al-Kazemi mentioned also that prince Turki bin Abdul-Aziz concluded the holy Quran and that he was one of the second graduated group which included Badr, Turki, Naif, Salman, Fawaz, and Majed. Prince Turki bin Abdul-Aziz assumed Riyadh principality be delegation in 16/3/1377H corresponding to 10/10/1957D because the royal highness prince Salman bin Abdul-Aziz, Riyadh governor travelled with king Saud bin Abdul-Aziz to Lebanon. In 1380H, the approval of the custodian of the two holy mosques was issued to assign his royal highness prince Turki bin Abdul-Aziz as Riyadh governor in the period of the formal vacation of his royal highness prince Salman bin Abdul-Aziz, Riyadh region governor. Prince Turki bin Abdul-Aziz assumed the position of defense deputy minister in 1389H / 1969D by a royal order assigning him a deputy for the defense and aviation minister in 5/10/1389H. During his working period, his highness did many things that had role in developing ministry of defense as he visited Britain in 1390H/1970D by an invitation from the British minister of technology. He also supervised the celebration of king Abdul-Aziz university in Riyadh for graduating the first group of university officers. He also sponsored the celebration of graduating the second group of leadership and staff university and participated with king Hussein bin Talal in attending the common Saudi endeavors in Jordan in 1393H. His highness was concerned with the health care of the armed forces in Saudi Arabia as he signed in 1394H in Taif the health services agreement for the armed forces hospitals with Witcker American company. In 1394H a royal order was issued to appoint his highness prince Turki bin Abdul-Aziz as deputy for defense and aviation minister with a rank of minister. In 1395H, his highness paid formal visit to Damascus on the head of military delegation and he surveyed the Saudi forces in Syria. In the field of the formal visits, his highness visited Paris in 1396H and concluded talks with the French officials. One of his highness achievements in developing the ministry of defense was his follow up of the air forces leadership building in Riyadh as he put the corner stone of this building in 1398H. One of the most prominent works and achievements supervised by his highness was the inauguration of the housing project of the armed forces officers in Riyadh in 1398H. In 1398H, his highness submitted his resignation from his work as a deputy minister of defense and aviation. His highness has many contributions in the field of charity work inside and outside the kingdom of Saudi Arabia. An example for his contributions abroad was his donation with 300.000£ to build Al-Gamea mosque in Edinburgh, the capital of Scotland in Britain. This mosque was built at the expense of king Fahd bin Abdul-Aziz who donated with 250.000£. In the charity fields inside the kingdom, his highness presented a donation of one million and five hundred thousand riyals to build a new building for the public library in Domat Al-Jandal.
